Booker site over-development

To all residents,
 
The Frendcastle property developers (http://www.frendcastle.co.uk/) have resubmitted to Ealing Council their application to develop the old Booker / Nurdin & Peacock industrial site at the junction of Trumpers Way and the canal. Their home page includes an image of flats similar to their proposal although lower at only 5 floors instead of the proposed 7.
The original proposal led to a vigorous and organised objection to the proposal and March saw our biggest meeting ever (so far) when over 120 members objected strongly to the scheme.
The resubmission (planning ref: P/2006/4177) has only minor differences to the original submission (P/2006/0060), the most notable being a reduction in the number of floors in the tallest block of flats from 8 to 7 and a reduction of housing units from 155 to 148.
Few, if any of the objections made by residents or the council seem to have been addressed.
 
The previous Frendcastle development proposal was turned down for the following reasons.

  • Loss of designated industrial land
  • Transport assessment was unacceptable
  • Insufficient information regarding flood risk
  • The bulk and scale of the site is excessive and likely to result in detriment to character and appearance of the area
  • Overdevelopment of the site and inadequate amenity area and storage
  • Failed to provide 50% of proposed units for affordable housing
  • Failed to provide 10% of residential units for wheel chair access
  • Failed to provide tree survey report

The following are comments that have so far been made. Please make your own comments but you may any of these if you wish;

If you have any suggestions for acceptable use of the site then please make them known, e.g. 'something similar to Murray's Wharf' or 'Industrial units' etc.

  • The council, based on the Ealing Unitary Development policy document, would prefer the entire sight to be business use to bring work to the area, and not residential.
  • The area is a designated flood zone and the development will increase risk to all residents. The environment agency objected to the original application on grounds that a risk of flooding was increased due to poor surface water run-off - the same objection must apply to new application as it is very similar.
  • The proposal is an overdevelopment of the land which will cause social and traffic problems in the area.
  • The proposed development is out of keeping with the surrounding housing. the area would benefit more from good quality housing with character and appeal. Please refer to the Billets Hart and Murray's Yard developments for more acceptable designs.
  • The development will impact negatively on the rural park and canal-side location.
  • The underground car parking is at risk of flooding and therefore untenable.
  • The volume of traffic generated will impact severely on existing residents.
  • The height of the development is unacceptable given the canal-side location. Two or three floors would be acceptable.
  • Emergency vehicle access is already difficult in Old Hanwell and new residents will be at risk.
  • The developer has not given the local community a fair opportunity to be involved with the development of this site at the earliest point in contravention of the spirit of the Ealing Compact and the 2004 Planning and Compulsory Purchase Act.
  • The single residential access route facing Humes Avenue is not acceptable – Trumpers Way should be the access route.

So far we have not heard any comment in favour of the proposed development but if you have any then please pass them on.
